Right now I am using a VPS with Ubuntu 14 and Apache2 installed.

Very strange problem when I try to open this URL: server I think that gives you an error file not open the file if it exists .
She is in the same directory as index.php, somehow giving me this error

This file may have permissions - on the folder and file. You should ensure that your Apache user - by default, has access to www-data -. You can use 755 and 644 for PHP files for anything else.
If you are not familar with file permissions, but are using something like FileZilla or WinSCP, then locate the file and the original folder (s) to start from your document root and make sure that :
- User has permission to read, write, and execute.
- User group and "Everything else"
Depending on your PHP setup, the folder does not execute the bit.
