When I run Chrome Inspector, it appeared on the top left of my window.

what is it called And how can I get rid of it?

This is mobile / layout emulation. The key to deactivate it normally is finding the phone icon at the top left of the normal inspector window. The blue should be blue when the icon is active

In this picture, you can see it at the bottom right:

The disabled icon on the top left looks promising, but only closes the emulation of a specific mobile device; This device mode does not actually close the view.
