web services - REST an architecture but SOAP a protocol? -

I was trying to find out other VS SOAP where some people say

REST is a architecture, soap is a protocol.

But I did not get (on the net at any place) Does the rest make an architecture but SOAP as the protocol?

With an item control, which includes the expansion, upon expansion, the content of the extensioner should be shown as an item which is overlapping the other item in the item control and not taking them down.
